Its officially going in effect Midnight Pacific Standard Time tonight. For years inflated shipping prices have been an issue for sellers.
In my the category I used to sell on eBay there was a major leading competitor starting auctions at very low price for an item and charging the actual sale price plus shipping on the shipping fee. Making it inflated. We brought this to the attention of our Account Manager over at eBay; however, we never noticed any action taken.
The reason this was so irritating is they avoided paying the Higher Listing Fee and paying the Final Value Fee. They had found a way to out-smart eBay. We would pay eBay close to 25k in a month. They in the other hand where paying around 15k and had triple the listings. They no longer sell on eBay they focus now on their website and Amazon.
Now, the Maximum Shipping fees chart imposed by eBay would not always work. See if you are a small volume shipper most carriers such as UPS, FedEx and DHL will not offer you much of a discount. Due to Paypal’s 21 Day Rule they will NOT acknowledgement USPS tracking for verification. So you will be forced to pay more money by using on the Three Major Carriers.
With that said, how will you be able to compete against the larger resellers? Not likely. eBay is certainly dictating and running (ruining) your business.

In late October ebay is only allowing the following payment methods to complete a transaction:
*Merchant Account (sure, once you provide it, they will set limits, ultimately not allowing you to sell)
*PayPal
*ProPay
*Payment on pick-up
